i'm very interested in the money aspect of this. meaning: does this in any way, shape, or form involve more government spending?

i've also read a number of explanations about this thing. i've yet to find one that is clear and easy to understand -- one that is written for stupid people. i find this a bit frustrating, and raises my already high suspicions. if anyone knows of an explanation of this for stupid people, i'd be grateful if you can share it with us.
