thanks -- honestly the simplest version i've heard yet. :)

is this a request for more money from congress to spend on something to fix something? so far, it sounds like this is a request for government spending, and the rationale on why this spending is worth it is what you noted (more efficient spectrum usage). is my understanding correct here?
