not entirely true, the most popular message board are open source and you can find a lot of these features in the open source development community of the respective message board. also, message boards are incorporating more and more blog elements -- put another way they are becoming more like drupal (blog + forum hybrid). vbulletin 4.0+ is probably the best example, that is now a direct competitor to drupal. with regards to your question i think the issue is largely about presentation. message boards are presented as more timeless and community-oriented. most blogs are driven by a single leader -- what that leader wants to talk about is what will be talked about. the presentation of message boards often reflects this as well, as others in this thread have noted.
