Part of the New World Order agenda is to house people in what are essentially concentration camps. This is a replay of the Nazi concentration camps, and the same textbook of propaganda, fascist state, impoverished people, and manufactured military enemies is being used to bring it about.

FEMA is the agency in charge of this aspect of the agenda, and hence these camps are known as FEMA camps.

First, all the work is done; then the legislation is introduced, which signals they are getting prepared to put it into action. We saw this in the Telecommunications Act of 1996, which allowed NSA wiretapping; the infrastructure was already put in place prior to the introduction of the Act. The introduction of official legislation just signalled that it was time to put the plan into action.
