The web is not conducive to being legislated. The laws of the web are (1) social standards (i.e. think of how giving a tip is sort of a requirement in the US because of social customs) and (2) technical standards (i.e. the limitations and configurations of technology). Government type laws don't work so well, and should be viewed suspiciously; they are often more about government making a power grab -- something government inevitably tries to do after it goes corrupt -- than about anything else. -- KM
